NewNuGetPackage

Creates a NuGet Package (.nupkg) file from the given Project or NuSpec file.
Additional parameters may be provided to also upload the new NuGet package to a NuGet Gallery.
If an "-OutputDirectory" is not provided via the PackOptions parameter, the default is to place the .nupkg file in a "New-NuGetPackages" directory in the same directory as the .nuspec or project
