PHASE 01 IMPLEMENTATION PROMPT - ARCHITECTURE REDESIGN
 
Goal:
Implement explicit ownership boundaries and deterministic orchestration seams for heuristics architecture.
 
Inputs:
- AI/Tasks/HeuristicsUpgrades/Heuristics_Phase01_ArchitectureRedesign_Strict.txt
- AI/Tasks/HeuristicsUpgrades/UpgradeOverview.txt
 
Required code work:
- In heuristics runtime code, establish clear owners for:
  evidence collection, pattern evidence adapter, score composition, route selection, clarification gate, safety gate, diagnostics.
- Keep the public behavior compatible unless a test-backed contract update is required.
- Ensure pattern layer returns evidence only; no direct authorization or execution decisions.
- Encode deterministic composition and tie-break seams so later phases can plug in without refactoring again.
 
Implementation constraints:
- Keep score contract centralized and testable.
- Preserve existing strict-mode and safety behavior.
- Add minimal interfaces/records only where they reduce ambiguity.
- No unrelated subsystem edits.
 
Minimum tests to add/update:
- Ownership seam tests (component boundaries are explicit).
- Deterministic tie-break tests (same inputs => same route, stable under input order changes).
- Safety precedence tests (score/evidence cannot bypass safety or confirmation).
