## 0.9.5 — 2026-09-04 ### Added - Plan spec: per-milestone **Why & Limits** block (`Why` / `Must not` / `If blocked`, 3 one-line bullets) — premium-model rationale and negative-scope constraints embedded in the milestone so cheaper executors read them at the point of work. Optional at compose; mandatory from `elaborate` on every milestone. - compose skill: adds `Why & Limits` where rationale is non-obvious or violation risk is visible; elaborate fills the rest. ### Fixed - plan spec: elaboration format example milestone header now carries `Retries: 0` like every other header.
